Chip Paciulli, President
Patowmack Associates, Inc

Chip Paciulli has worked in the Northern Virginia Development community for 40 years. Initially employed and later becoming partner at the Surveying / Engineering firm, Paciulli Simmons and Associates. From 1985 until 2002, Chip held the position of Vice President of General Operations with RJL Associates Inc., in Fairfax, VA. During his tenure, he supervised up to 65 employees, developed approximately 1000 lots and oversaw the construction of approximately 600 homes. During 1988, Patowmack Associates Inc was formed with Chip being President and partner. Patowmack has built approximately 100 custom homes throughout Arlington, Fairfax, Loudoun, & Prince William Counties.

Stacey Hoffman, Vice President
Great Falls Construction
Stacey Hoffman is Vice President and a principal of Great Falls Construction, an award-winning custom builder of new homes and additions / renovations in Northern Virginia since 1979. Stacey is currently a member of the NVBIA Custom Builders Council, Chair of Membership for NCBN and Vice-Chair on NCBN’s Executive Board. Stacey is a past president and current member of the Board of Directors for Alternative House—the abused and homeless children’s refuge in Northern Virginia.

Cam Lewis, Principal
Collier Homes

Cam Lewis is founder of Collier Homes. Collier Homes builds, manages and remodels homes and commercial projects throughout Fairfax, Arlington and Loudoun Counties. Prior to starting Collier Homes, Cam worked in the building and land development business with his father, Robert Lewis (RJL Associates), and Bruce Brownell (Brownell, Inc.). Cam is a lifelong resident of the DC Metro area; he was born in Silver Spring, Maryland, and currently resides in McLean, Virginia with his wife and children. Cam attended The University of Virginia and graduated with a Bachelor of Arts in 1992. Cam is an active member of the NVBIA Custom Builders Council.

Susan Dimitrew, Principal
Waterford Home Builders, LLC

Susan Dimitrew is an owner and principal of Waterford Home Builders, LLC, a builder of fine custom homes, Green homes, and additions / renovations in Northern Virginia. Susan began her career in the building industry in 1989. In addition to her position on the NCBN Executive Committee, Susan also serves as Marketing Chair of the NVBIA Custom Builders Council. Susan is an active member of the US Green Building Council; an avid runner and member of the Loudoun Road Runners; and an active contributor and sponsor of the Loudoun Abused Women’s Shelter (LAWS).

Chip Gruver, President
Gruver-Cooley Corporation
Chip Gruver is President of Gruver-Cooley Corporation, a custom home and remodeling company started in 1908. Chip has served as past president of the NVBIA Custom Builders Council and is currently on the NCBN Executive Committee. Chip is vice-chairman of the board for CBUSA, serves as a trustee for Foxcroft School and is the building chairman of St. Francis de Sales church in Purcellville, Virginia.

Stuart Thayer, Principal
Robinson and Thayer, Inc

Since our founding in 1959, Robinson and Thayer, Inc. has undertaken construction projects of all shapes and sizes. Custom homes (over 275), renovations, land development, subdivisions and office buildings are all in our portfolio of work. Today, our primary focus is on custom homes and renovations, where we value the close working relationship with our clients and construction associates.

Why Use a NCBN Builder?

The National Capitol Builders Network has pledged to maintain the highest professional standards in the home building industry. NCBN Members have combined our purchasing power, knowledge, and experience to achieve lower costs and higher levels of service for our builder members and, ultimately, our customers.

Prospective NCBN Members must:

  • Professional Builder must be a state registered or state certified contractor licensed by the Commonwealth of Virginia, State of Maryland or the District of Columbia, with a current certificate of Good Standing
  • Have been a resident of and a professional builder in the Washington DC metropolitan area including Northern Virginia, Maryland, and the District of Columbia for a minimum of three (3) years
  • Submit the names and contact information of five previous clients as references
  • Be sponsored by at least two (2) current NCBN members who have personal knowledge of the applicant’s business integrity and construction activity
  • Abide by the NCBN Code of Ethics
  • Have demonstrated and maintained creditworthiness within the community and home building industry

NCBN Code of Ethics

NCBN Builder Members will abide by the following Code of Ethics as professional representatives of the custom building community servicing the residential construction market of the Washington D.C. metropolitan area including Northern Virginia, Maryland and the District of Columbia.

  • Shall have honesty as their guiding business policy
  • Shall deal fairly with their customers, each other, employees, subcontractors and vendors
  • Shall use the highest standards of workmanship in the construction of their homes
  • Shall at all times contribute their knowledge of custom building to the best interest of those they serve
  • Shall not knowingly enter into any contract, the terms of which may unfairly hinder the rights of either labor or suppliers of material to receive a fair return for the services or goods furnished
  • Shall not obtain any business by means of fraudulent statements or by use of implications unwarranted by fact or reasonable probability
  • Shall comply both in spirit and letter with rules and regulations prescribed by law and governmental agencies for the health, safety and welfare of the community at large
  • Shall be alert to examine proposed or enacted legislation that may have detrimental impact to social, economic or industry progress
  • Shall keep abreast of new techniques, means and methods, and code requirements applicable to the residential construction industry
  • Shall not deny equal professional services to any person on the basis of race, creed, sex or country of origin
  • Shall not publicly disparage the business practice of a competitor, nor volunteer an opinion of a competitor’s transaction. If an opinion is sought and the member deems it appropriate to respond, such opinion shall be rendered with strict professional integrity and courtesy
